(All 11 Democrats in the state Senate walked out in protest without voting.) Less than 12 hours after HB 2 was introduced, North Carolina Gov. The General Assembly, which had Republican supermajorities in both chambers, had called special sessions to vote on the bill. But North Carolina was the only state to pass one. That year alone, at least 16 states had considered laws limiting transgender access to sex-segregated facilities.
